low priority packets will be processed then.

 Highest:SecHigh:SecLow:Lowest:8:4:2:1: The switch will follow 8:4:2:1 rate

to process priority queue from Highest to lowest queue.

 Use an 8,4,2,1 weighted fair queuing scheme: The switch will follow 8:4:2:1 rate
